dbnetlib connectionopen connect . sql server does not exist or access denied - SQL 2008

Make sure TCP/IP protocol is running.
1. Open SQL Server configuration manager
2. Click on SQL Server configuration manager
3. Click on SQL server network configuration
4. Click on Protocol for SQL Express
5. Make sure TCP/IP is Enable

(Note: Make sure all SQL Server services are running as well)
